EPA provides technical and regulatory advice to the West Gate Tunnel Project (the project).
Our advice helps the project comply with the Environment Protection Act 2017 and Environment Protection Regulations 2021. We encourage the project to use best practice to reduce the risk of harm to human health and the environment.
EPA issued a works approval for the tunnel ventilation system
Under the Environment Protection (Scheduled Premises) Regulations 2017, the project needed a works approval to build the tunnel ventilation system.
The project applied for a works approval in 2017. EPA released the works approval assessment report. EPA granted the works approval for the ventilation system, subject to the following conditions:
- air quality monitoring in surrounding areas, with the project publishing those results
- the project should design the ventilation system so that they can retrofit pollution control equipment in the future.

Environment Effects Statement process
The Environment Effects Statement (EES) assesses the project’s potential environmental, social, economic and planning impacts.
EPA took part in the public comment period and made a submission to the West Gate Tunnel Project EES process.
