Waste to energy is a process of turning waste material into products like:
- heat
- fuel
- electricity.
All waste to energy facilities must fulfill their responsibilities under the Environment Protection Act 2017. This includes the general environmental duty and Environment Protection Regulations.
We regulate waste to energy operators via:
- development licences (when facilities are being designed and constructed)
- operating licences (when facilities are operating).
Additional approvals are also required to construct and operate a thermal waste to energy site in Victoria. These are not regulated by EPA.
- Recycling Victoria regulate the amount of thermal waste to energy capacity that is available within Victoria via their Waste to Energy Cap licensing.
- Planning approvals for thermal waste to energy facilities are regulated by the Department of Transport and Planning
