Fulton Hogan have submitted a development licence application to Environment Protection Authority (EPA) to construct an asphalt batch plant at Lot 58 on Masons Road, Warrnambool (part of proposed subdivision at 86 Rodgers Road, Warrnambool). The construction of the asphalt plant would include the importation and processing of reclaimed asphalt pavement (RAP), which would improve the sustainability of operations and promote the circular economy in the south-west region of Victoria.
What does the application propose?
Fulton Hogan is proposing to establish an asphalt batch plant at Lot 58 Mason Street, which is part of a planned sub-division of 86 Rodgers Road, Warrnambool. The proposed asphalt batch plant will produce approximately 50,000-100,000 tonnes of asphalt per year that will be used for road construction, local and state government surface projects, private premises, and direst sales.
The following materials are proposed for use in the asphalt batching plant:
- Bitumen and bitumen emulsions,
- Aggregates and sand,
- Unprocessed reclaimed asphalt pavement (RAP), and
- Waste glass (substitute for sand).
The proposed activity is scheduled under the Environment Protection Regulations 2021 as H02 (Bitumen or asphalt batching), H05c (Glass works – small reprocessing) and A13c (Waste and resource recovery – small). Activity H02 is a prescribed development activity and, therefore, requires a development licence under the Environment Protection Act 2017.
Fulton Hogan have submitted an application for a planning permit to Warrnambool City Council as a part of this development licence application.

The statutory time frame for EPA’s decision on the development licence application is paused from the date the RFI is issued until EPA receives a response from the applicant.
