The Environment Protection Authority Victoria (EPA) has developed this guide to support local government (councils) and other litter authorities to prepare for their role as joint regulators of the new Environment Protection Act 2017 (the Act) and Environment Protection Regulations 2021 (the Regulations).

Its purpose is to assist and inform executives, managers, legal departments and those who are involved in corporate governance of councils and litter authorities.
